This is the same plugin that we made available for paint.net v2.1, but it has been updated to work with paint.net v2.6 (and later).
It basically just goes through the image and analyzes the hue and saturation values of the pixel, checks it against the range specified by the user, and then takes the appropriate action, which may be a hue shift, saturation sh. Problem of letter space is solved by v1.2 I checked that this work pdn v3.5.4 As @toe_head2001 pointed out, i *would* use the magic wand too to select this image for a project
